Issue 35: Add ability to download project information

Add the ability for users to download project information to a JSON 
file to portability to other systems.

Source code will not be included as if the user is using git/hg they 
can get the entire repo and usually people migrate from SVN to git 
or hg. If a user really wants SVN history they can contact an admin.

Source code can be pulled by the user already - a link was added to 
project management for project admins to allow them to download 
issues, wiki pages and downloads in JSON format.
