Issue 25: Allow project admins to rename files available for download

Steps to reproduce the problem:
1. Be a project admin
2. Go to project "Downloads" page
3. See list of files

Expected result: Able to rename existing, uploaded files,

Actual result: Files are uploaded and can have their description and 
tags changed, but not their file name altered. Files cannot have the 
same name so a file with a typo in its file name must be re-uploaded 
to Srchub.
