Issue 15: Adding project in Forge Management issue

Steps to reproduce the problem:
1. Add project using Forge Management
2. Delete project
3. Re add project

Expected result: Error stating repo already exists

Actual result: Repo should have been deleted when the project was 
deleted.

It should really show a warning and allow an admin to associate a 
project with that repo or delete it. This would allow a person to 
manually import repos.
