Q. Why does a project description say "Click on the Project Management tab to set the description of your project."?
A. This is the default text for new repos. If you are logged in and assigned an admin/owner for a project you will see a tab called "Project Management". As a regular user you will not see this tab - and therefore not able to change the description. If you are seeing this it simply means that the owner hasn't changed/set a project description. Think of it as a "under construction" :).
