Ensure you have PHP and MySQL working
Make a new MySQL user and database
Edit config.class.php:
    Change mysql details
    (You no longer need to do this step) Add Google API V3 key witch you can get from http://code.google.com/apis/maps/signup.html
Obtain the CSV/XS version of GeoLiteCities database and run load_GLC.sh
And off you go.
